Was looking for this and thought I'd have to build it myself, but surprise it already exists and works super well and simple!
This plugin deserves more love.

Although we have already two bulk options "Activate" and "Deactivate" for the similar task but yes it is useful some time when I need to perform both actions simultaneously. e.g. In case of finding conflicting plugin.
