新たなサイトを作ろうとしたら、元のサイト共に真っ白

ロリポップでサイトを作りました。もう一つ作ろうと、WordPressをインストールしたらどちらも画面が真っ白になってしまいました。
ロリポップに相談したら、wp-config、wp-config.phpに問題があるようです、とのとこ。
WordPressのに相談してくれと言われました。
しかし、500エラーということもいわれましたが、まったくわかりません。
ちなみに、ロリポップFTPでwp-config.phpを見ると<?php

これは新しく作ろうとしたサイトのurlです。
これを、元のサイトのhttp://machiteku.galleryと書き換えてみましたが
なにも変わりませんデシした。
このwp-config.phpにおかしいところがあるのらしいのですが
全く私にはこれらの意味が分かりません。
どなたか、元のサイトが復活できるようにするにはどうしたら良いのか
ご教授くだされば、この2ヶ月間の苦労が報われます。

‘’が全角になっている箇所が見られます。
半角の''に修正してみてください。私の眼には
‘’がキーボードのどれを押せばいいのか見つけられませんでした。
7の上に’がありますが、英数半角だと、’になります。‘’を捜して ‘ に変えるということでよいのでしょうか？@since 2.6.0

yukinobu asakawaさまのご助言どおり、php My Adminへ入れました。下にスクリーンショットを貼ります。
スクリーンショットが貼れないので、画面に出ている言葉を書きます。
データベースを作成する権限がありませんと出ています。このような画面になりました。これはデータベースが残っていないということなのかしら、と想いましたが、しかし、これの意味するところが私には全く分かりません。
恐れ入りますが,このスクリーンショットから何か分かるのでしょうか？
